Vahiti, the personal driver of the Prime Minister of Albania, is urged by his two friends from his home town – one a Member of Parliament and the other the head of the local municipality – to secure funding for a road-and-tunnel construction project in their area. They have devised a very elaborate plan to enrich themselves through this road-and-tunnel project, without involving Vahiti in this fraudulent scheme.
